In the WHO Convention on the Regulation of Tobacco, 
Does minor mean minors?
If so, why can't adults directly access it?

Hello, yes, minors mean minors. A treaty shall have the same effect as domestic law under Article 6 of the Constitution of the Republic of Korea, but detailed implementation shall be established as a domestic law to the extent that it conforms to the obligations set forth in the treaty. Therefore, the placement of goods at convenience stores within the big framework of banning direct access to teenagers may be a result of domestic laws or sub-rules, which means that domestic implementation may vary slightly between the parties to the Tobacco Control Convention:) What a good question!
